In a small bowl, whisk together flour, baking soda, baking powder and salt. Using a stand or handheld mixer, beat together butter and sugar until smooth and creamy.Add half lemon zest, egg, vanilla extract, and lemon juice. Mix until combined. Add to dry ingredients and mix. Mix remaining lemon zest and sugar in a small bowl. Roll rounded tablespoons of dough into balls and roll into the lemon sugar mixture. Place on prepared baking sheets.Bake 8 to 10 minutes at 350 degrees or until cookies are slightly brown around the edges and set.
